Thomas Lustenberger and Enzo Rossi of the Swiss National Bank argue that increased central bank communication over the years has “created confusion rather than clarity” and hasn’t helped investors and academics improve their macroeconomic forecasts.
According to the working paper, which examines 73 countries around the world, just 20 institutions had
an optimal degree of openness in 2014. Another 23 were below par, while 30 central banks -- including several from euro-area countries -- were too transparent.
