The Organization of Petroleum Exporting Countries’ output is rising and Libya and Nigeria -- exempt from making production curbs because of internal strife -- aren’t the only problem. Iraq, the group’s second-largest member that asked for an exemption but didn’t get one, posted its worst-ever compliance with the supply deal last month. The Persian Gulf nation says it should have special treatment as it rebuilds its economy and battles Islamic State and managed just 29 percent of its pledged cuts in June.
